I saw Liang Tun-yen to-day. Referring to his statements telegraphed to you in my telegram No. 128 of the 29th ultimo, I told him that the reports of the Portuguese Commissioner's demands as to Heungchow were without foundation; on the contrary, the negotiations were being solely hampered by the unyielding attitude of the Chinese Commissioner.

We devoted considerable time to discussing the question of the "* dependancies of Macao, but I did not succeed in convincing him, and he is, I fear, unable to view the matter from any but the ultra-Cantonese standpoint.
